The Spay & Prevention Support Program, operated by Bright Eyes Dog Rescue (BEDR) and sponsored in part by the Spicer Family, helps remove financial and access barriers to spay surgery for owned dogs in under-resourced communities.

Prevention starts before a dog needs rescue.

At Bright Eyes Dog Rescue, we know that rescue is only one part of the solution.

When families cannot access affordable veterinary care, an unplanned litter can quickly become a difficult situation. Puppies may be difficult to place, and some dogs may ultimately face abandonment, neglect, injury, or life on the streets.

Our Spay & Prevention Support Program takes a preventative approach.

We provide financial support for eligible spay surgeries for owned female dogs in communities where financial or geographic barriers make veterinary care difficult to access.

By helping one dog today, we can help prevent many dogs from needing rescue tomorrow.

What the program provides

For approved dogs, program funding may cover:

• Pre-surgical veterinary examination
• Spay surgery
• IV fluids
• Anesthesia and sedation
• Pain management
• Standard post-operative medications
• Rabies vaccination
• DHPP vaccination
• Transportation support, when resources allow

Veterinary care is provided by licensed veterinary partners, and BEDR pays participating clinics directly.

Who is the program for?

The Spay & Prevention Support Program is designed for owned dogs in communities served by BEDR where financial or geographic barriers make veterinary care difficult to access.

Generally, eligible dogs must:

• Be owned and reside within a participating community
• Be female, with male neuters potentially considered when funding allows
• Be healthy enough for surgery as determined by a licensed veterinarian
• Have an owner or authorized caretaker who can meet the program’s consent and post-operative care requirements

Applications are reviewed based on program eligibility, available funding, veterinary capacity, and other relevant factors.

Why spaying matters

Spaying is an important part of responsible pet ownership and community animal welfare.

Preventing an unwanted litter can mean fewer puppies entering an already overwhelmed rescue and shelter system. It can also help reduce the number of dogs who experience homelessness, abandonment, injury, illness, and other forms of suffering.

Our goal isn’t simply to treat the problem after it happens.

Our goal is to help prevent the problem in the first place.

A community-based approach

We believe lasting change happens when animal welfare organizations work alongside the communities they serve.

BEDR works with community leaders, animal welfare partners, volunteers, and community liaisons to identify dogs whose families may benefit from the program.

Where possible, transportation assistance helps address another common barrier to veterinary care: simply getting a dog to an appointment.

We approach every community with respect, recognizing the knowledge, relationships, and priorities of the people who live there.

Your donation creates prevention.

The Spay & Prevention Support Program is funded separately from BEDR’s general operations. Donations designated to this program are restricted for program-related purposes and help fund eligible spay surgeries, veterinary services, transportation support, and limited program coordination.

The program launched with an initial $20,000 restricted donation from the Spicer Family, raised through the 2025 Spicer Scare House Fundraiser.

That generous gift created the foundation.

Now we need our community to help us keep the program going.
